My humble translation:
"Montevideo is a city situated at the south of the world. There are almost no capitals further south. A cold and constant wind has taken up residence in some alleyways. Its streets have a special flavor, like of decadence. The buildings give you the idea that they were new, even modern once. But it's not like that. There always exist a great number of old structures in Montevideo that guarantee that flavor of expired splendor."
